Present
Project duration: April 1, 2006–November 30, 2006
Project description: The goal of the project was to increase the
public involvement and spiritual development of different groups of
disabled children. Using various campaign materials, the NGO raised
public awareness regarding the education of disabled children. The
local government bodies of Goris and the surrounding four villages
approved the legal and working model of draft procedures regarding the
professional education of disabled children.

"Eco-Sis" NGO
Project title: Initiative for the Protection of Interests in Sisian
Project duration: April 1, 2006–November 30, 2006
Project description: The goal of the project was to organize
public awareness campaigns, consultations, and trainings for NGOs, mass
media representatives, and local self-governing bodies on trade
regulations and to develop legislation regarding trade for the city of
Sisian. This legislation was then introduced to local self-governing
bodies for adoption and dissemination among the trading centers of the
city.

Project title: Democratic Self-Governance

Project description: The goal of the project was to enable
members of the Goris community to participate in local government
planning processes and to oblige the City Council to respond to
citizens' concerns.
The Goris community’s awareness about the activities of the local
government bodies has been increased and a three-year development
project was implemented in Goris.

Kapan's Teachers NGO
Project title: A Teacher Valued by the Community
Project duration: April 1, 2006–December 31, 2006
Project description: The goal of the project was to attain
effective collaboration between the local government of Kapan, the
Kapan community, and secondary educational institutions to implement
procedures for the evaluation of teachers' activities in the region. A
draft procedure for the “Teacher of the Year” award was developed.
Through the support of cooperative partners and constituencies the
draft procedure was approved by the local government.

"Khariskh" NGO for the Disabled of Syunik Marz
Project title: Clean City, Healthy Citizen

Project description: The goal of the project was to develop
mechanisms for efficient garbage collection in Sisian. Through the
influence of mass media, beneficiaries, and the community, the Sisian
leadership approved the newly developed trash collection project.

Kapan Women’s Unity NGO

Project description: The project goal was to prevent the use of
drugs and alcohol and promote HIV/AIDS awareness in Kapan, Kadjaran,
Meghri, and Agarak schools. Through this, general public awareness was
also increased regarding these issues. Cooperation was formed with
APEC, as a result of which, the NIE Kapan Branch approved the package
regarding the prevention of drug and alcohol use and the spread of
HIV/AIDS.

Project description: The goal of the project was to reduce the
violence faced by refugees undergoing military service by 60-70%. To
reach this goal public monitoring, PR, and media committees were formed
and Goris and Sisian community members were informed about refugees’
issues within the military. This will assist in escalating the level of
responsiility of military officials in Goris and their actions will
become more transparent and it will enable refugees to understand their
rights and responsibilities.

Project description: The goal of the project was to ensure the
delivery of information by 40 public organizations to residents in the
Goris region. The mode of information delivery by organizations and
enterprises was clarified. Community members were informed of the
articles of the "Freedom of Information" law. It is expected that the
attitude of public will change and their actions will become
transparent.

Project description: The goal of the project is to ensure the
implementation of the RA law, which states that preschool institutions'
employees must pass compulsory medical examinations. Expenses relating
to the examinations will be covered by local government bodies,
according to the law. To achieve this goal, the employees of preschool

examinations and a suggestion-packet on the subject will be developed
and dispursed.

Project description: The goal of the project is to implement
trade and service laws in Goris, Tegh, Khndzoresk, and Verishen. To

Syunik Pre-School Children

Project description: The goal of the project is to ensure that
the school aged (5-6 years old) children of the Hartashen, Broon,
Shinuhayr, Verishen, Kornidzor, Harzhis and Karashen communities of
Goris receive preschool education. To achieve this goal awareness of
community members will be raised regarding the law on preschool
education. A mechanism for the organization of preschool education will
be developed and introduced to community councils and mayors. During
the project the local governing bodies of the above mentioned
communities will be lobbied to start implementing the mechanism.

Project description: The goal of the project is to achieve a
supportive environment for young people where they are protected and
have all the opportunities for development and participation, where
policies directed toward the youth are working and being implemented
and young people fully participate in the development of their
community.
To reach this the goal the NGO, together with partner organizations,
will elaborate the “Youth policy” document and introduce it to
community councils for their approval. The NGO will support the
formation of structures ensuring the implementation of the youth policy
and investment of mechanisms (particularly the formation of youth

Scientific Center for International Experience Studies

Project description: The project goal is to decrease the average
index (59%) of risk factor of using alcohol and tobacco by minors to
29.5%. After the project the mechanisms will continue their dynamic
process and be regarded as models for other communities.
Awareness of Sisian community members and legal institutions (TSB,
educational institutions, health service, social and legal
institutions) concerning the problem and the methods of its solution,
will be increased. The corresponding clauses of the RA legislation will
be implemented at 84 shops. Productivity of the activities performed by
legal bodies (educational institutions, TSB, Superintendence dealing
with minors affairs, health service center, SSTA) and interested
members of the community (organizations, parents, NGO-s) to solve the
problem will be increased and the number of minors (about 506 people)
using alcohol and tobacco will be reduced.

Project description: The goal of the project is to ensure that
the existing situation in places of confinement in Syunik Marz
correspond to the “Law on Arrested and Imprisoned persons.” To achieve
this goal knowledge of the staff at places of confinement in the cities
of Goris, Kapan, Sisian, and Meghri cities about international
documents on the Rights of the Arrested and Human Rights ratified by
the Republic of Armenia will be increased. Those imprisoned and the
general population will also be informed of the “Law on Arrested and
Imprisoned persons.” Places of confinement in Kapan, Sisian, Goris, and
Meghri will be monitored to ensure they are in correspondence with the
principles of the law. The Syunik Marz management of these places of
confinement and of the police will introduce the portfolio of reforms
and the time line to eliminate existing flaws. At the end of the
project a report on the portfolio of suggestions will be prepared and
results of the monitoring will be released.
