On May 18, 2009 Armenian Republican Party candidates were campaigning in Erebuni community. Main campaign promises were about efficient and effective administration of Yerevan, proportional development of all districts of Yerevan and implementing open door policy in the City Hall after the ARP wins the elections.

During its campaigning event in Arabkir district, ARF party heavily criticized the authorities and emphasized on such corrupt phenomena as lack of transparency in the City Hall, illegal construction, non-existence of municipal police, etc. The party criticized also corrupt campaigning techniques, including the abuse of administrative resources, forcefully bringing people to campaigning events, etc. ARF candidates urged people to elect their truly nationalist party which has no vested interests and no nicknames, which are usually associated with oligarchs.

ANC representatives in their campaign event in Shengavit community stressed about the importance of high voter turnout to prevent massive frauds. The candidates also stated that Yerevan municipality election is a chance to hinder the disastrous course of current authorities and to correct the situation in Armenia in general. According to ANC the choice is between regressive political forces and their progressive party.

According to CEC 29 NGO’s with 5000 observers have been registered to monitor Yerevan municipal elections. CEC has decided to invite also foreign Ambassadors to Armenia, head of OSCE Yerevan office, COE’s secretary general’s special representative to Armenia, director of International Foundation for Electoral Systems (IFES) Armenian office, Nagorno Karabakh Republic’s CEC president, etc.

Armenian National Congress alleges that the authorities are going to falsify Yerevan municipal elections, because they have not invited OSCE and ODIHR observers to monitor the elections. ANC also states that the authorities are already forging the elections, because they have rejected without proper justification some 30 inquiries of ANC to convoke campaigning meetings with population. Besides that ANC states that it has facts that there are going to be massive frauds through voting of military, and that the Defense Minister has issued secret order to compile lists of military officers registered in Yerevan with their family members.
