It is expected that Armenian National Congress (ANC) will refuse to hold city council members’ posts if it does not gain majority votes during municipal elections. However, as the author states, participating in working process, ANC can use its leverages and control the city authorities not allowing cutting down trees and giving permissions for new illegal constructions. The author thinks that ANC can act like “Heritage” party in National Assembly: having 6 members this party does more things than other fractions together. Having representatives from opposition in the municipality will be very useful. Each opposition (not only in Armenia) should solve the dilemma: to continue staying in the streets or deal with the system and try to change something.

Headline: Not equal struggles during elections

Before elections on May 31 ANC has predicted that during the electoral campaign and the Election Day current authorities would try to bribe people and ANC had no proper tools to fight against them. According to Levon Zurabyan, the coordinator of ANC, it was impossible to prevent frauds during elections because there was an organized plan at state level which was to solve 3 problems:1) to find people who are willing to take bribe, 2) intimidate potential ANC voters, 3) to vote instead “dead soles” and those who are out of city. Levon Zurabyan pointed out that ANC could not prevent frauds because they were supported by current authorities and military.

The ballots from Yerevan 8/05 polling station are under expert examination. The newspaper provided with the ballot recount results in 3/12, 7/17, 8/18, 8/19, 8/22, 8/30, 9/28 poling stations. It is also stated that ballot recount will take place in 8/01 and 8/03 precincts as well.

According to newspaper, the ballot recount took place in 8/01, 8/03, 8/05, 8/08, 8/09, 8/21 and 8/24 polling stations. As a result of recount, elections in 8/05 polling station are considered invalid.

Headline: Recount is continuing

On June 4, 2009 CEC applied to RA Prosecutors Office to recognize the election results at the polling stations 8/15, 7/7 and 7/9 not valid.
According to CEC, however, the falsifications in few polling stations are not sufficient to held new elections for Yerevan municipality.
